What is a good alternative to Microsoft Paint 3D?


Background:
Microsoft Paint 3D is an image editing tool that comes with Windows 10 and Windows 11.
Paint 3D is a great tool for creating stickers.
Alas, Microsoft has decided to remove Paint 3D from Windows 11.
One of the killer features that is being tossed aside is "Magic Select"
Magic Select is a tool that allows you to select an irregular shape or object from a picture.
Magic Select is a !*super*! !*important*! feature that is used to with the Paint 3d Sticker creation tool.

Microsoft Paint 3d + Magic Select (Magic Select is the unquntly important feature) + the 'sticker creation' 'tool' (the sticker tool takes the selected image and converts it to a png) = a very useful tool for creating stickers.

Scenario:
1. Open Paint 3d.
2. Select a picture.
3. use Magic Select to select an irregular shape or object from the picture.
4. Use the Sticker tool to create a sticker from the 'magic select' selection.

This creates a transparent .PNG file 'like a sticker' that can be used in other applications.


The removal of the Paint 3d application from Windows and the Windows Store has created a problem for users who use the 'magic select' and or the 'sticker creation' tool.
This is a serious problem since Paint 3d is no longer avalible to download and use.
Currently no alternative paid or free has been found to replace the lost Windows functionality.

Requriements: (Just like Microsoft Paint 3D can and does.)

It MUST be able to:
1. work OFFLINE as a local application.
2. function in or as an application not a web page, not a service.
3. be able to run on Windows 10 and Windows 11.
4. be able to select an igregular outline automatically and provide for add/remove additional selections. (just like paint3d can do)
5. be able to create a transparent .PNG file from the selection. (just like paint3d can do)
